ROLE PURPOSE: 

The Food Security and Livelihoods Assistant is part of the FSL team in the North office and will be supporting in the delivery and the monitoring of food security and livelihoods projects in Akkar and the North of Lebanon. 

The projects include but are not limited to competency-based trainings, vocational trainings, youth functional skills, cash for work and on the job training, entrepreneurship trainings for youth and adults, small business development, financial literacy, cash provision, and life skills and vocational trainings for youth. 

Child Safeguarding: 

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

SCOPE OF ROLE: 

Reports to: Food Security and Livelihoods Officer 

Staff directly reporting to this post:  Youth Functional Skills Educators. Additional staff might be added to the structure if additional funding is confirmed. 

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation:

  • Conduct outreach within the community to identify potential beneficiaries. 
  • Visit, map, and conduct monthly household visits to track the progress of primary beneficiary families in the designated areas, providing additional support and reporting deviations from the program plan in a timely manner.
  • Open a livelihoods counselling file for each family to explore their career options, growth potential, aspirations, interests, competencies, personal attributes, qualifications, and abilities, and match these with available training and employment opportunities.
  • Support project participants through livelihoods coaching, assisting them in reflecting on their ambitions, and achieving their aspirations.
  • Provide life skills and Youth Foundational Skills (YFS) curriculum and manage YFS educators as needed.
  • Support the management of existing technical assistance engagements, including livelihoods assessments, implementation oversight, training, and input on monitoring, documentation, and knowledge management for existing beneficiaries.
  • Make information about labour market trends and educational and employment opportunities more accessible by organizing, systematizing, and providing it when needed.
  • Support families participating in business development efforts, including business planning, execution, liaising with funding entities, and attending competency-based and vocational trainings to participate fully in all aspects of the livelihood pathway, including work-based learning.
  • Ensure that the implementation of activities is gender-sensitive, inclusive of vulnerable communities and people with disabilities, participatory, contextually relevant, and conflict-sensitive.
  • Promote accountability and transparency in all implementing activities.
  • Contribute to institutional memory and experience-sharing by reporting, providing feedback, innovating initiatives, and networking with other colleagues. 
  • Support and stimulate teamwork within the SCI team.
  • Participate in learning initiatives, events, and workshops as needed.

Programme Monitoring:

  • Support the completion of studies/evaluations throughout the project period and facilitate consultants’ work in the field. 
  • Assist in data collection and analysis for beneficiary and community selection, monitoring, and evaluation. 
  • Provide key input in project reporting, data collection and cleaning, and in any livelihoods market study for project decision making.
  • Participate in internal and external coordination meetings as required and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.
  • Attend relevant workshops and internal meetings at the Country Office level. 
  • Contribute to lessons learnt/best practices workshops and ensure their implementation in the field.
  • Comply with Save the Children policies and practices concerning child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

QUALIFICATIONS:

  • Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field
  • Fluency in written and spoken Arabic and English is a plus.

EXPERIENCE AND SKILLS:

  • Minimum 1-2 years of experience in humanitarian and development programs, preferably working in food security, cash, and livelihoods, and with experience in vocational, entrepreneurship and youth skills activities.
  • Experience in working in Akkar and the North of Lebanon is an added value. 
  • Good planning and time management skills.
  • Experience in data monitoring and validation. 
  • Experience in field work and community mobilization; and in coaching on working with Syrian, Palestinian, and Lebanese communities in specific. 
  • Good Computer skills (especially Excel).
  • Strength in interpersonal, communication and presentation skills. 
  • Action and solutions oriented. 
  • In-depth knowledge of competency-based training, vocational training, cash-for-work programs, and on-the-job training, with an emphasis on practical implementation and effectiveness.
  • Strong understanding of entrepreneurship activities, financial literacy, life skills education, cash and voucher programming, emergency programming, and food security and livelihoods. 
  • Familiarity with the unique challenges and needs of refugee communities in Lebanon, particularly in the Akkar region.
