We currently have an exciting opportunity within the Education Directorate Solution Team within BTS (Business Technology Solutions) for two Service Specialists.  The successful candidates will join a motivated and creative team.   

BTS is responsible for the council’s information technology network and resources.  BTS procures and maintains all computer hardware and software, together with the network that connects it all together and to other organisations.  This includes Fife Council’s telephone systems, electronic data storage and the IT applications that support service delivery.  

The Education Directorate Solutions Team is part of Business Technology Solutions (BTS) and is responsible for the development, delivery and support of Directorate and Service-specific ICT platforms and solutions and to ensure effective linkages with Council-wide ICT strategic priorities and delivery.  

As a BTS Service Specialist, you will collaborate with colleagues and business partners within the Education Directorate to identify digital opportunities and manage the activities necessary to deliver and support BTS services and products that meet business needs. 

The ideal candidate will possess excellent interpersonal skills and be able to explain technologies and solutions to customers in plain English. They will ensure all stakeholders follow IT strategic management approaches and schedules. The role requires a high level of independence, as well as proficiency in documenting work and reporting to colleagues. 

In collaboration with the business, you will specify and design large or complex systems, adhering to appropriate design standards, methods, and tools that align with agreed-upon enterprise and solution architectures. To ensure effective application, you will continuously review and monitor other system designs to select the appropriate technology, utilise resources efficiently, and integrate multiple systems and technologies.   

You may oversee direct reports and be responsible for managing individuals and groups, both within the team and as part of broader BTS projects. You will assign responsibilities and tasks accordingly. 

You will gather and compile information to create reports and insights that support our processes, that will develop and communicate plans to advance BTS’ strategies. Additionally, you will play a key role in developing policies, standards, and guidelines for IT strategy development and planning. 

 

  • Solutions ownership: Oversee the support lifecycle of various existing systems. 
  • Find ways to enhance self-service options across the Directorates. 
  • Lead the team in identifying opportunities for automation. 
  • Investigate data analytics opportunities. 
  • Possess or develop a strong understanding of Power Platforms. 
  • Collaborate with colleagues to implement solutions in alignment with Service change plans. 
  • Supervise staff. 
  • Pursue training and development opportunities for yourself and the team. 
  • Evaluate current and future projects to identify opportunities for digital transformation. 
  • Work with strategic platform teams to understand and fully utilise their existing capabilities, aligning with our approach to reuse where possible.  

The Person 

 

You should be educated to SCQF Level 8, which includes HND or SVQ Level 4 or equivalent in a relevant subject or equivalent experience.  

You will be expected to demonstrate the following skills:  

  • Experience in successful collaborative working. 
  • An understanding of security requirements within your technical expertise. 
  • Involvement in developing sustainable support solutions that prioritise efficiency and value based on customer needs. 
  • Extensive knowledge in problem handling and management. 
  • Experience in testing system designs or design changes. 
  • The ability to advocate for quality standards and provide best practice advice. 
  • A broad, general technical knowledge and an understanding of BTS systems and methodologies.
