ROLE PROFILE

TITLE: Support and Liaison Coordinator – Rakhine Area Office
TEAM/PROGRAMME: Support Service    LOCATION: Sittwe, Area Office

GRADE: NAT- 3    CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The post holder has the overall responsibility to manage Admin, IT and Government and stakeholders Liaison component of SCI in Rakhine. He/ She will be to maintain overall direct responsibility for advocacy to authority concerned personals and other key stakeholders including partners in township level, and indirectly responsibility to support program staff in necessary coordination and engagement supports in program implementation, focal person in CMC, key person of Religious, IDPs in camps, Key person of Catchment villages near camps and administrative support functions, in Camps’ areas. 
Reporting directly to Head of Area Office (Rakhine) for government liaison component and advocacy activities. 
The Support and Liaison Coordinator will be responsible for ensuring the support service management and stakeholders engagement within designated areas and field offices is effective, supporting and empowering that the programmes implementations are operating in a safe and secure environment. 
In addition, this post holder will support for emergency preparedness and responses in areas and will ensure that government liaison and other stakeholders’ engagement, IT, finance and admin related actions in the area are compliant with SCI and Donor standards as well as accountability to towards beneficiaries, SCI staff and donors.  
SCOPE OF ROLE:

•    Reports to: Head of Area Office 
•    Staff reporting to this post:  Finance, Supply Chain and Logistic, IT
•    Budget Responsibilities:   When delegate  
•    External Representation: Regular contact (advocacy) with government authorities, partner’s organizations and other key stakeholders in assigned areas.

•    Travel:  Frequent (over 6 days per month)

•    Role Dimensions: The post holder will be involved in Admin, IT and Government Liaison supporting and management across all SCI programmes that are implemented by the programme teams. The post holder will need to supervise the maintenance and security of technical services and information within an organization, as well as ensuring adequate training and abilities of IT, Admin and finance staff.


KEY AREAS OF ACCOUNTABILITY:

Government Liaison & Advocacy:  
•    Build and maintain strong relationships with government agencies, relevant ministries, and other stakeholders.
•    Monitor and analyze government policies, regulations, and initiatives that may impact the organization`s mission.
•    Regularly provide training and coaching across all staff levels as required by the government’s safety rules & regulations, IT related training and Admin procedures. 
•    Obliged to attend various national liaison meetings and participating in the forum of INGO agencies in Rakhine.
•    Follow up all TA approvals which are pending or running at township level and give feedback to HAO and do follow up process after submitting TA for all staff travel.  
•    Make sure to assist writing monthly or quarterly report and share with HAO.
•    Represent as focal point in terms of government relationship and other related programmatic issues with Government and report to line manager or HOA for final decision. 
•    Represent the organization in meetings, conferences, and other forums with government officials if necessary.
•    A key focal for township level safety and security and ensure all staff safety and security measures in place with according to SCI safety and security measures.
Administrative:    
•    Manage a team of administrative staff, Logistic staff, finance staff and ensure their efficient performance.
•    Monitor and control administrative expenses to ensure budget compliance.
•    Organize and supervise other office activities (recycling, renovations, event planning etc.)
•    Lead Field Offices teams in terms of administrative related jobs such as rental contracting for office building, Warehouse and vehicles with proper tracker sheets.
•    Coordinate effectively with Awards and Finance, Admin, IT, Safety and Security and Operations units as necessary, ensuring the timely completion of administrative tasks assigned (especially during emergency responses).
General Support:
•    Support operational teams in providing necessary support to Pauk Taw and other field offices including regular visit to this all areas of Rakhine project implementation area.
•    Manage to support in staff relocation, hibernation in cases of emergency and medical evacuation. 
•    Organize and coordinate internal meetings, meeting agendas & minutes, materials, workshops, and events as needed.
•    Assist and support any other relative activity if the supervisor is assigned and requested.
IT support
•    Manage to provide training and capacity building to field office staff as required, typically on changes in IT policy and systems, and basic IT functionality, and IT induction to all new staff within the region.
•    Manage IT team for data security and always try to maintain security level of each user at File server. 
•    Network Infrastructure Management: Ensuring that the office`s internet connection is reliable and meets the organization`s bandwidth requirements.
Team Management
•    Provide leadership and oversight to support staff who are responsible for support checking of the IT, Admin, Finance and Government Liaison.   
•    Ensure effective collaboration and coordination among operations team, Program Managers and programme staff in the field and in Area Office. React quickly and decisively to bring any internal team challenges and problems to a swift and satisfactory resolution.
•    Enable an environment that rewards innovation and effective problem solving.
•    Effectively allocate team resources to meet service delivery demands, ensuring optimal workload distribution and workload balancing among team members
CHILD SAFEGUARDING Responsibility

Person specifications 
QUALIFICATIONS  

•    University degree in management, or social sciences or another relevant field

EXPERIENCE AND SKILLS

•    3 years’ experience Government engagement and liaison work in high risk or conflict situation, dealing with Government Departments and other counterparts (in Rakhine Area and familiarized local context, local language and cultural)
•    Experience in development or humanitarian sector
•    Experience of developing and supporting teams, and the ability to lead, motivate and build the capacity of teams.
•    Strong ability to work in a participatory way, strong facilitation skills, and strong ability for true and empowering delegation.
•    Ability to analyze information, evaluate options and to think and plan strategically.
•    An understanding of national and international development issues is an advantage.
•    Demonstrated skills in networking and advocacy.
•    Excellent interpersonal, communication and presentation skills.
•    Results focused and ability to develop and drive operational solutions.
•    Fluent in written and spoken English and Myanmar. 
•    Knowledge of other national languages is an asset.
